HME stands for Home-made Explosives. Home-made explosives are explosives that have been created without authorisation. Home-made explosives are usually unreliable, instable and dangerous to handle.
What is an explosive precursor?
An explosive precursor is a chemical that can be turned into an explosive material by some chemical manipulation. The explosive precursors of focus in EXPEDIA are chemicals that have been used by terrorists in recent years and that are commercially available to the public.
Chemical inhibition, what is that?
Chemical inhibition means that we add a chemical, a so called inhibitor, to the commercial product. This inhibitor will prevent the explosive precursor from being turned into an explosive or at least make it much more difficult to do so. It is important that the inhibitor is added in the right stage of the precursor manufacturing process; where this stage is differ from precursor to precursor. It is also important that the inhibitor does not impact the normal uses of the precursors or makes the product more harmful to the environment or on people's health.
How will EXPEDIA increase the security of European civilians?
There are a vast number of different chemicals that could be turned into dangerous home-made explosives. In order to be proactive in the fight against terrorism it is necessary to take into consideration the entire chain of terrorist activities before the execution phase where the time to counteract is very limited. By reduction of the success rate and prolongation of the time for bomb construction, the threat from successful terrorist attacks will be reduced. EXPEDIA focus on finding solutions that are industrial viable to enhance the chance of implementation.
